The challenge

Retail opened before the offices were letThe ground floor was trading while floors nine to fourteen were still shell. Anything designed only for the finished tower would have failed its first two years.

Three security regimes in one buildingPublic retail, controlled office floors and parking each need a different posture, on one platform, with one operator watching all of it.

Parking was the blind spotFour levels below grade with no coverage at all in the original design, and the highest incident rate in the building.

The outcome
