The date governs everything
Technology infrastructure is usually one of the last packages on site and the first to get squeezed when the programme tightens. We plan for that rather than discovering it in month nine.
Buildings hand over in stages
The first tenant occupies while the third is still a shell. Anything designed only for the finished state fails the first two years of the building's life.
The operator inherits whatever exists
Whoever runs the building afterwards gets the documentation you hand them. If the drawings do not match the building, that is their problem for the next twenty years.
