The tolerance is not commercial, it is technical
An operator does not describe an outage in lost revenue, they describe it in minutes against an availability target that is already committed to somebody else. Work is planned backwards from that number.
Sites are many, small and identical
An estate is dozens or hundreds of nodes that all have to be built the same way, documented the same way and maintained the same way. Consistency across sites matters more than brilliance at one.
Access is the hardest part of the job
Permits, escorts, landlord approval, night windows and shared rooftops. The technical work is rarely what delays a telecom programme.
