Public procurement is judged against what was written, not against what would have been smarter. Where we think the specification is wrong we say so in writing before we price it, and then we build what was agreed.

Sign-off is a process, not a conversation

Handover runs through inspection, snagging, witness testing and formal acceptance, often with more than one authority involved. The documentation has to survive all of it.
